Kswapd0 runs at 99.9% of one CPU but is actually not swapping at all. To me it happens at times on Ubuntu 14.04 with kernel 3.19.0-50-generic (and earlier) running in a VMware vm. I have no clue, what made it appear, but it comes during idle time. In the last month I have had to explain how to interpret CPU Ready Time information for SQL Server VMs running on VMware to a number of people. The first time was on Twitter, and the topic is really too big for a 140 character discussion, but I went ahead and gave it a shot.
Meltdown and Spectre are critical vulnerabilities existing in several modern CPU: these hardware bugs allow programs to steal data which is currently processed on the computer. Meltdown and Spectre can affect personal computers, mobile devices, server and several cloud services. Actually the only way to minimize those security risks is to patch your operating systems and the hypervisor level (if you are using virtual machines). For VMware, this will apply both to the vSphere (the ESXi part) and Blog Name: Andrea Mauro Published on 2018-01-07 Time 11:09:28.

I'm not much of a Linux guy myself, so I don't remember 100% what%steal includes and what counters it reads to get the data, but I presume that it will include 'work that could have been done if not for: frequency scaling, hyper-threading etc.' You might want to read to see current limitations when it comes to performance counters in virtualized environments. FS and HT should be completely transparent to the Guest (AFAIR), so%steal might simply not account for them.Interesting question though, I'll look into it once I find some time.
